Dr. Hossam Ahmed Abdel-Hakim: “Shubra El-Kheima Needs Action, Not Promises”

Cairo – Maii Abdo:

With the composure of a physician and the resolve of a reformer, Dr. Hossam Ahmed Abdel-Hakim spoke from within the halls of the Egyptian Journalists’ Syndicate about Shubra El-Kheima with the affection and devotion of a son speaking of his mother — a tone of sincerity intertwined with determination for meaningful change.

A candidate for the 2025 Egyptian House of Representatives representing Shubra El-Kheima constituency under the “Stethoscope” symbol (Candidate No. 5), Dr. Abdel-Hakim emphasizes that genuine reform begins at the grassroots level — within the streets, among the people, and through the realities they live daily.

—From Shubra’s Roots to Academic Excellence

Born and raised in Shubra El-Kheima, Dr. Abdel-Hakim’s educational journey reflects steadfast dedication. He attended Osama Bin Zaid Primary School, Bejham Preparatory School, and Al-Salam Secondary School, before graduating from the Faculty of Science, Ain Shams University, majoring in Biochemistry.

His pursuit of knowledge continued as he obtained a Doctorate in Clinical Nutrition, combining academic depth with practical experience. Professionally, he began as a Medical Laboratory Specialist before joining Cairo Pharmaceuticals Company, where he advanced through several departments, gaining extensive expertise in the pharmaceutical sector — an experience that continues to define his professional path.

—From Civic Responsibility to Public Leadership

Dr. Abdel-Hakim’s decision to enter public life was a natural progression from years of community engagement.

He founded a social media initiative titled “People for People”, aimed at documenting citizens’ concerns and facilitating real solutions.Through continuous engagement with residents, he witnessed the daily hardships of his constituency — deteriorating infrastructure, neglected waste management, and the worrying prevalence of drug use.

“I felt powerless,” he recalls. “I could see the problems, but as an ordinary citizen, I had no authority to address them.”He stresses that the growing gap between citizens and their representatives has weakened public confidence in the legislative process. “People have lost trust. They stopped voting — and that’s the real danger. Your vote is what places the right person in the right position.”

—“A Parliamentary Seat Is a Responsibility, Not a Platform for Promises”Rejecting the notion of a conventional electoral program, Dr. Abdel-Hakim defines the MP’s role as oversight, accountability, and representation, rather than the delivery of executive promises.> “The state and its institutions already exist.

My role is to ensure oversight, to follow up, and to deliver citizens’ voices faithfully. Once state institutions are properly monitored, every Egyptian will receive their rightful access to education, healthcare, infrastructure, and local development.”

—Shubra El-Kheima: The Neglected Heart of Qalyubia

Speaking as a lifelong resident, he describes Shubra El-Kheima as one of Qalyubia Governorate’s largest and most dynamic areas, yet one that suffers from systemic neglect in services and urban management.> “We live amid mounting waste, poor transport systems, and a lack of organization — yet no one speaks up,” he says, adding that low civic participation has contributed to the area’s underrepresentation and stagnation.

—Combating the Drug Epidemic

Dr. Abdel-Hakim places the fight against drug trafficking and addiction at the forefront of his priorities, describing it as “a national crisis threatening families and society as a whole.”

“The situation in Shubra El-Kheima is dire. We need decisive action.”He calls for stronger deterrents and the application of firm legal measures, even proposing that major trafficking cases be transferred to specialized or military courts, given the severity of the issue.

“We must act firmly to protect our youth,” he says, recalling an incident during Ramadan when he documented live a large gathering of scavengers where narcotics were being distributed — an act that later prompted public discourse on the matter.

—Public Cleanliness and Urban Management

On environmental issues, Dr. Abdel-Hakim advocates for systematic waste management, emphasizing shared responsibility:> “Every street must have designated waste containers. Cleanliness is not solely the government’s duty — it is a collective social obligation.”

—Education Reform and Student Engagement

He also highlights the urgent need to revitalize public education, citing widespread student absenteeism and lack of engagement.> “We must restore extracurricular and sports activities in schools, respect teachers’ rights, and restructure the entire educational framework to rebuild motivation and pride in learning.”

—Independent Representation and Political Integrity

Reflecting on the electoral landscape, Dr. Abdel-Hakim acknowledges the difficulties independent candidates face against party-backed rivals.> “Party support often looks strong but is largely symbolic. Independent candidates, by contrast, rely on integrity, community trust, and genuine connection with the people.”

—Voter Participation: The Cornerstone of Democracy

He stresses that meaningful change depends on citizens exercising their right to vote:>“Many tell me, ‘We’ve never voted before, but this time we will — for you.’ That gives me strength and a sense of duty to live up to their confidence.”> “When people abstain from voting, unqualified candidates prevail. Your voice is your power — use it to bring about real change.”

—A Vision of Responsible Representation

Dr. Abdel-Hakim concludes with a message rooted in civic duty and hope:> “The role of an MP is legislative, supervisory, and educational.

A representative must be present among the people, understand their challenges, and work to resolve them. My only goal is to live up to the trust placed in me, to deliver the people’s voice to the state, and to contribute to a nation that listens, responds, and believes in its citizens.”
